In my opinion, the best way to get admission to a private university is to apply for it and have a good score on SAT (SAT test can help you to get into a state university). So, really it depends on your score but if you have a good score (I mean good GMAT or GRE score), then you will be admitted easily.

Who is eligible for admission into universities across the USA?

Basically, the same criteria apply across all universities in the USA. However, having a good score on an IQ test is a good indicator of your intelligence. Good scores also go down to the extent that you have played well at school and sports. A good example of this is Bill Gates who scored around 170 in his SATs and 220 for IQ tests. The only issue here is that it will be quite difficult for people from poor backgrounds to get into university because ranking highly for IQ tests does not guarantee very high grades in school.
